[理由] Sat Jun 18 18:39:36 2005 UTC 以降の japanese/mailman (*) では mm_cfg.py に DEFAULT_SERVER_LANGUAGE = 'ja' を追加するだけの 構成となっており,機種依存文字の取り扱いが十分でなくなっていた.
